Marrero, Couvillon & Associates has performed engineering services for thousands of projects for industrial clients, commercial clients and Government agencies in the USA and in foreign countries. Most of the Industrial projects included electrical and mechanical systems associated with power generation facilities, chemical plants, hazardous waste management facilities, wastewater collections and treatment, water treatment plants, agricultural and food processing, material handling and storage facilities. Many of the projects included the development, design and programming of SCADA systems

The commercial clients services performed for electrical, electronic, mechanical and plumbing systems at facilities associated with  education, health care, family housing, hotel, casinos, restaurants and aviation.

Contract Administration


MCA is continuously involved with all aspects of construction phase services as it is retained to provide construction phase services on approximately 90% of the projects it designs. While not all projects justify resident inspection services, MCA has successfully provided this service when requested by clients.

MCA has previously provided full time project representation on behalf of the Louis Armstrong New Orleans International Airport, Harrah's New Orleans Casino and other projects such as the SCADA system designed by MCA for the City-Parish of East Baton Rouge and for projects with BellSouth Telecommunications.

MCA has over two decades of extensive experience in providing resident inspection services and observation and reporting during construction on as-needed basis to its clients. An MCA project for BellSouth Telecommunications at Lafayette Main, for example, included review and coordination of the contractor's proposed shutdown procedures including close coordination with the building's operational staff. This project also included the assignment of an MCA on-site representative for observation and reporting. MCA regularly provides observation and reporting services during the construction phase, which may include:

¨ Coordinating installation work with operational shutdowns.
¨ Providing resident project representation during construction.
¨ Inspection of equipment during testing.
¨ Expediting equipment delivery.
¨ Negotiation with utility companies for installation & modification of services.
¨ Commissioning of mechanical and electrical systems.
¨ Review of maintenance manuals and record drawings.
¨ Review of shop drawings, Progress schedules and Contractor pay requests.
